It would be desirable to return for two years ago when to all there was a polemic about whether to impose martial law in Ukraine or not.
Then most of commentators and the power built apocalyptic designs on the fact that the warring country won't be given the credits that it will be impossible to adopt the necessary laws and to hold elections to Rada. Everyone can remember this argument and again feel a certain discomfort that all these explanations look not convincingly, and in places – is frankly silly.
The matter is that the law "About a Legal Regime of Wartime" the first article removed all these questions once and for all. There it is told that such situation can be entered both across all Ukraine, and in her certain areas, in case of military aggression or threat of military aggression. That is, the Government had maneuver of use of this tool from introduction of VP only in the Donetsk, Luhansk regions and the Autonomous Republic of Crimea to the announcement of the martial law on all territory of the country. In the first case we already had military aggression in three areas, and in the second case – real threat of military aggression in several other areas.
As we remember, most of experts and even lawyers called for immediate introduction of VP at least in three areas to enter into the clear course an order of crossing of the line of delimitation, a special order in a front zone, the clear bases for suspension or termination of contracts between subjects of managing and automatic dismantle of the administrative and other structures which have remained in occupation and come over to the side of the opponent. Besides, it unambiguously would reduce the number of losses of staff of our law enforcement agencies. At least, VP simply would exclude any opportunity blocking of our military equipment by fans of "the Russian world". From that party these focuses don't pass because there the martial law, with all that it implies just works.
In this case the simple and clear mechanism of identification "-others" would be started. The opponent has full definiteness in this sense. Who has doubts, can be passed to Makiivka or Khartsyzk and to walk there with the Ukrainian flag. We don't have it therefore to Kiev carry herd with koloradka and some bureaucrats dare to do the same. In case of the martial law across all Ukraine at us the grandma would whisper and all these crews of Laynyyus, the 117th channels and other rubbish would be gone, and on air at last the slop chanson and other Moscow chastushkas would shut up. It is clear, that no swine in the Moscow cassock would even think something aloud to tell about "the tsar and the fatherland". I believe that for these 2 years from the Moscow patriarchy there would be only a bitter eructation, as after the yesterday's booze. A lot of things would be already in a different way. And Nadenka Savchenko would sit on a guardroom for a long time.
But nothing it has occurred. All this time requirements about introduction of VP went waves, having peaks across Ilovaisk, DAP, Debaltseve and other events. On character of explanations about undesirability of introduction of VP it was clear that it is not our decision. It was accepted out of Ukraine, and we have been forced to obey because the help of partners was crucial and accepting the help, we have been obliged to satisfy conditions on which she was given us.
Meanwhile, it became already clear that by purely political methods to resolve Lugandon's issue and furthermore the Crimea – won't turn out. It is possible to tell about some ways of contracts to blue in the face, but the matter is that from the opposite side everything is solved by Putin who has shown the full not contractual capacity. He just doesn't carry out what promises. The meaning of negotiating is just lost. Therefore long ago it is clear to all that will clean Donbass AFU and after her – NSU. It is even not a question that will be quite so, a question only in degree of rigidity of operation. With the Crimea it will be more difficult, but so far to argue on it early. At first – Donbass.
Ukraine didn't impose martial law because the hot conflict will inevitably affect safety of all Europe, and she wasn't ready to it conceptually and physically. As a matter of fact, the last 20 years I turned into the fake organization which took feasible part in the conflicts on the remote battlefields. The only profile action in which NATO has taken adequate part – Yugoslavia. But since then there have passed a lot of time and once fighting tool of NATO has fairly become soft and was wrinkled. At least to calls of such scale as counteraction of army of the Russian Federation, the Alliance was obviously not ready. The most disturbing was that first of all, there was no readiness quickly to leave a coma at certain members of NATO. And under the charter of Alliance all serious questions are accepted by exclusively unanimous approval by representatives of all countries of participants. That is, any reaction which would be offered the USA by Great Britain, Poland or to the Baltic States just would drown because someone would vote against. Change of this position required 2 years filled with confirmations of consecutive and real aggression from the Russian Federation. All this only indirectly concerned Ukraine and has included a lot of specific actions and loud statements of representatives of the Russian power.
Similar to the fact that Putin has walked smack in the Syrian conflict in result of a number of the thought-over and reasonable actions of very professional intelligence agencies. Really, many European countries couldn't or didn't want to understand how serious the threat coming from the Russian Federation is. A talk it is difficult to help business, and here a bright example – it is easy. It is dangerous to arrange an example within Europe, and here in Syria – please. And here Putin has shown that is "the Russian world", Russia, Putin and his idea of the world. There he has made everything personally and independently. For not full year he has ruined hundreds of thousands of mirnyak there and has caused a wild wave of panic which was splashed out in the flows of refugees which have flooded Europe. Now all have experienced that Putin – a problem and that with Russia it is necessary to do something.
Two weeks ago at the NATO summit in Warsaw all points over "i" have been placed and decisions which fundamentally change alignment of forces in Europe are made. And meanwhile to eastern frontiers of NATO already there arrive all new and new troops. An impression is made that NATO I have woken up and has already risen on a fighting platoon. Most likely, in Warsaw, during personal negotiations, the position of NATO which is that AFU slowly give a free hand because it is clear to all that our army – the only doctor who is capable to cure this disease in the appropriate way has been brought to Poroshenko. And this way Europe doesn't frighten now.
On the other hand, Putin has realized malignancy of direct invasion into Ukraine and precisely knows the price of such focus. Therefore he has concentrated on attempts to blow up a situation from within. From this category popovsko-bydlyachesky campaigns which we observe also now full mobilization of all Kremlin agency which works under our flags. But it is similar to the fact that the grandfather Vova was already late. Something prompts that the president has received good on maintaining the military situation, is only not clear yet in what volume. Already information on his possible introduction since August 1 filtered. But we consider that it was purposeful leak to show to the opponent radically the changed situation, than to warn him against rash acts. If Putin usually himself did certain mucks in the form of a parcel of signals, then now leak itself has served as a signal. She says that any further provocations will rest against introduction of the martial law. And it, by the way, will give the grounds to do what was done by Erdogan in Turkey. Let and not in such scales, but the heads will depart in hundreds, and Putin already made active all agency and has lit.
In the form of cherry we suggest to pay attention that in Ukraine military exercises practically don't stop to cake, passing from one large-scale action, into another. And here absolutely interesting exercises "Southern Wind" have now begun. They have begun against the background of the begun naval exercises "SI breeze" with participation of the ships of the Navy of the USA and became continuation of the exercises "Summer Thunder-storm", having local character. But "Wind" became absolutely new stage of preparation of our army. Doctrines go across all Ukraine and during their carrying out, in particular, skills of management of VS in the mode of the martial law are fulfilled.
Now we will look at reaction of those who will begin to be indignant concerning a possibility of introduction of VP about which all talked the last two years. Right now an interesting game which almost nobody notices for Sheremet's murder, meldonium and a religious procession, and in vain is developed. It is an outstanding event!
