The question that needs to be addressed today is the issue of threats to our territorial integrity. This question in fact of direct aggression against Ukraine from the neighbouring state. It is a question of separatism, which is artificially supported and distributed on the territory of Ukraine.

I realise that the new government, all Ministers are ready to work in these difficult conditions. But time to lose we have. We have no time for preparation, development posts. The people of Ukraine requires us to be real and effective solutions. And I would ask that we had a lecture about the problems, and professional discussion, and access to the decision making. Solutions that protect Ukraine, which will be able to localize the seats of separatism, solutions that can ensure justice and punishment of criminals.

According to our information, which comes from different sources, the military leadership of the Russian Federation really is considering the annexation of the Autonomous Republic of Crimea. I would like to ask each now the head of security agencies to clearly inform about the situation in Crimea in the implementation plan, as adopted, and those that urgently need to be taken. 2. Of The Cabinet Of Ministers Of Ukraine:

2.1. To determine interim arrangements for the maintenance of budgetary expenses for social payments in the Autonomous Republic of the Crimea and will not allow access to Treasury accounts and budgetary means of the illegal authorities of Crimea;

2.2 Close the aviation area over the territory of the Autonomous Republic of Crimea.

3. The Ministry of justice of Ukraine, Administration of President of Ukraine to prepare draft decrees of the President of Ukraine, other normative acts and legal actions for the cancellation of illegal decisions taken by the Supreme Council of the Autonomous Republic of Crimea and illegally formed government of the Autonomous Republic of Crimea.

4. The Ministry of foreign Affairs to make proposals regarding the termination of the agreement with the Russian Federation on stay of the black sea fleet of the Russian Federation on the territory of the Autonomous Republic of Crimea in flagrant violation of the terms of the contract.

5. The Ministry of defence of Ukraine, Ministry of internal Affairs of Ukraine, security Service of Ukraine to conduct an audit of managers and commanders of all units and structures, which are located in the Autonomous Republic of Crimea, and to replace those who are not ready to perform assigned tasks and to protect the interests of Ukraine in the Autonomous Republic of Crimea.

6. The security service of Ukraine, Ministry of internal Affairs of Ukraine, the Main intelligence Directorate of the Ministry of defense of Ukraine to develop and implement measures for detention and delivery to Kiev the traitors who have usurped authority in the Autonomous Republic of Crimea.

7. Office of the national security Council and defense of Ukraine, the Ministry of foreign Affairs of Ukraine to provide objective coverage of events in Crimea and Ukraine's position on the territory of the country and abroad.

8. Office of the national security Council and defense of Ukraine and the presidential Administration of Ukraine to finalize the decision of the NSDC of Ukraine and the relevant draft decree, agreeing the final version with the members of the Council of national security and defense of Ukraine 01.03.2014.
