Skibitsky reported that the first phase of the occupation of Crimea is the use of special forces, 20-28 February 2014.

"During this period it was decided to use military force to Annex Crimea. Started a hidden transfer of units of the armed forces of Russia from territory of the Russian Federation on the territory of the Crimea by sea. They were mostly subdivisions of the special forces, airborne division of the Russian Federation," he said.
