Many of you remember my recent post fast appointment of "the person of high caliber" in the government of Ukraine.

About it the Russian economist, the head of Diamond Age Capital Advisors Slava Rabinovich wrote in the Facebook.

Under that post fight of opinions on this intrigue was developed: the names from Soros to the Pope were told. Colleagues and friends in Ukraine: you don't need Soros in the government, you need Soros and "conditional Soros" as investors! Soros already visited quality of that in Russia, and publicly told, after an exit from this investment that it was the worst investment of all his life. It is a sentence. "Conditional Soros" won't invest and doesn't invest in Russia until Russia becomes investoprigodny, and not from the point of view of Putin and To. investoprigodny, and from the point of view of the international capital.

Investors come to the country when there is a clear investment horizon, the ratio of risk and profitability is clear, and there is an accurate way of an exit from investment (even if the horizon of investment is term in twenty five years, for example). These parameters and estimates are obligatory for adoption of investment decisions.

Today anything, I repeat – ANYTHING – it in Ukraine isn't present. According to a rating of the World Bank (The World Bank) Ukraine is on a shameful and catastrophic 96th place on an index of "simplicity of business" (Ease of doing business index). Russia – on the 62nd (but, I think, after an exit of new ratings, this place will be deserved at a toilet). The countries which are higher than Ukraine on this index – Serbia (91), Namibia (88), Azerbaijan (80), Kazakhstan (77), Mongolia (72), Ghana (70), Samoa (67), Croatia (65), Moldova (63), the Russian Federation (62), Greece (61), Belarus (57):

Look, Ukraine is your reality! Nobody cancelled it, but over its drama improvement it is possible and it is necessary to work, and to work very quickly.

Ukraine has a huge advantage in front of Russia: in Ukraine there is (and meanwhile still remains) a national mandate to all branches of the duly elected power in the person of the president, the government headed by the prime minister, and Rada. The degree of political trust and the mandate generated by revolution of the Maidan allowed Ukraine, perhaps for the first time for the contemporary history, to hold free, fair and democratic elections – what in Russia isn't present and was almost never. And at the Ukrainian power is both opportunity, and desire – to build new Ukraine. It of what Putin so wildly is afraid, understanding the inevitable end of a putinism if it at Ukraine turns out.

For the first time after the Maidan I arrived to Kiev on October 26th, 2014 – on that Sunday when the Ukrainian people finished process of issue of the national mandate, having already elected the president earlier and having confirmed the trust to the new government. On that Sunday the Ukrainian people elected Rada. On that Sunday in Rada my friend Borislav Bereza was also democratically elected.

Borislav, or Slava (as I call him, and he – me) was interested in my knowledge – how to equip life in Ukraine from the point of view of economic and financial science and practice? We have a different life and professional experience, but it and is valuable because we well supplement each other in such brainstorming. I explained to Slava part of my position: in perimeter of those huge affairs which Ukraine should make, there is their huge number which demands examination and vocational training which in Ukraine simply aren't present at present. In some areas of the Ukrainian policy, economy, finance, law and a state administration people who – as I was expressed are necessary – bent nails teeth, throughout the professional lives, in such cities as New York, Washington and London. Fortunately, such people are – in the Ukrainian diasporas worldwide, from Canada and the USA to Australia. People who were born in Ukraine, or whose parents or ancestors were born in Ukraine. People who got the education at the best universities of the world and who have outstanding careers in the Western world. Which understand how the Western world is arranged and as to this world to talk in one language. And how to build this world in Ukraine, with the help, including, this most Western world. I then told Slava that such people around the world, probably, tens of thousands of people, from those millions of natives of Ukraine, and it is possible to choose one thousand the best from them, and from this one thousand only to invite hundred people to work to Ukraine, or for work in the government, or for work on the government in any expert groups allocated with the real government power. And then I told to Slava the names of people whom I personally know, as an example of such ideal candidates. In the list there was also a name of the person which I will call lower.

I told the same in the performance on "Chasopys" in Kiev on which there was a son of the president Poroshenko (http://www.youtube.com/watch?v=0w8YEyopcPA)  , and said in all his other speeches in universities, on television, radio and other meetings in Kiev, Lviv and Kharkiv. Never tired of repeating. Again I called names, and again in the list was the name of that person ... and I now call.

Sasha Borovik

I with great pleasure and huge hope can declare that my close friend and the brilliant lawyer Sasha Borovik admits appointment to the Ukrainian government as the First Deputy Minister of Economics of Ukraine. At present he simply expects obtaining the Ukrainian nationality on the basis of the fast presidential decree of the president Poroshenko. I am glad that in the Ukrainian government my voice was heard.

It gives me optimism about further development of affairs in Ukraine. When I made initial "preannouncement", many really thought that the speech could go about Soros or about other international giant. Sasha – not Soros, and it shouldn't be Soros that Soros and "conditional Soros" came to Ukraine.

Sasha – the young and vigorous international lawyer, with outstanding corporate career and with brilliant education from the best world universities, including Law School of Harvard University. I can guarantee to you, my dear friends and colleagues in Ukraine that in Ukraine never was the member of the government who would graduate from Law School of Harvard University. Such people are in the U.S. Government, but such people was in the government of Ukraine never.

During 25 (!!!) years Sasha worked in the best and famous companies in Palo Alto, the District of Columbia, Seattle, Munich and London. You not simply can, you have to expect fast, very fast changes in Ukraine – with its help. You will witness its work, work on average and long-term reforms which will transform the Ukrainian economy and investment climate for long next successful years of prosperity of your country.

It began the career in the Silicon Valley, in California – and it created a way of his thinking. Affairs, work and result have to be interesting, fascinating, effective and fast. And if they such aren't, they shouldn't be at all. Investors have to be happy, seeing result – and happy there has to be a population, from these results.

Soon, you will see soon how the modern Ministry of Economics – small has to look, compact, professional and effective. Expect that Ukraine will become one of the most effective countries on business in Europe – for example, on such indicators as opening of the company or as formation of your tax declaration and its payment by means of simple "app" on your iPhone. "Boom" via phone – and at you is the company. "Boom" via phone – and you paid off on taxes.

He worked all life in the hi-tech companies, and Sasha can be "excused" for that he trusts in "education economy". All of you should be engaged urgently in education and self-education because soon everything round you will start moving very quickly.

And still something, the last, but important. In the recent article for VoxUkraine http://voxukraine.org/2015/01/27/time-to-bring-the-bills-ukraine/) Sasha developed a legal road map for the international claims against Russia, for the Russian annexation of the Crimea and for war in the east of Ukraine. In this road map Sasha counted "квантум" in 350 billion US dollars only today, as the account which the Ukrainian people have to show to the Russian government, and it only the beginning.

At the moment Sasha – that "technocrat" and such level which in the Ukrainian governments was never, in the history of Ukraine. But there is more to come. As it proves, working for the Ukrainian government and on the Ukrainian people, he can become the promising Ukrainian politician, on the international scene, at the highest level. It will interact with the international financial organizations, such as the IMF, the World Bank, the European Reconstruction and Development Bank, etc. It can and will use the examination in the international political and economic lobbying. He knows where and whom to meet in Washington and knows, in what language to talk there that it was listened.

In my personal opinion, the international recognition and the international respect can and has to become its task. He can and has to become the international face of Ukraine.

Meeting Mikhail Khodorkovsky in private in Helsinki on October 22nd, I told to it the name of Sasha Borovik, as one of the best candidates for the new government of Ukraine, for carrying out the Ukrainian reforms. We discussed with Mikhail Borisovich Sasha Borovik's analogies concerning Russia – the short list – at that time when the putinism fails and time of changes will come. Now I can tell Mikhail Borisovich that I appeared not only the rights – me heard in Ukraine.

I consider that it is long-awaited break. Keep in there. And to go further.
