The anti-crisis plan of the government signed by the prime minister of the Russian Federation Dmitry Medvedev is directed on continuation of war with Ukraine.

"The anti-crisis plan of the government assumes continuation of war with Ukraine. Expenses on medicine, education, culture, that is practically everything, except military expenses are cut down. Military expenses - astronomical 3 trillion 300 billion rubles are increased in comparison with 2014 by 33%. Such growth in a peace time is impossible. It is the budget of war", - Nemtsov noted.

According to him, the second priority of the Kremlin is maintenance of the bank sphere of Russia, even at the expense of pension means. "1 trillion 550 billion rubles from 2 trillion 300 billion rubles, that is 2/3 all anti-recessionary money are allocated to them. Thus 550 billion are allocated Putin to VEB, VTB and Gazprombank from National welfare fund (these are pension means)", - the oppositionist wrote.

Nemtsov considers obvious that the sum of indexation of pensions put in the plan of-188 billion rubles will be less inflation and the real income Russian pensioners will be reduced. It will occur against reduction of the income of all Russian citizens: "For the first time in the 21st century the real income of citizens of Russia fell. In December falling made 7.3%".

According to Nemsov, the anti-crisis plan of Medvedev also put heavy gift under regional budgets, needs of the medical and educational sphere. "Only 160 billion rubles are allocated for their support. These are less than 8% of a debt of regions to commercial banks which exceeded 2 trillion rubles. This money will not be enough even for service of a debt. The neglect interests of regions means degradation of medicine, education and the social sphere as all regional budgets are a maintenance of hospitals, schools and social payments. The budget of development in regions is insignificant. Money is spent only for a survival", - he emphasized.

"And the last. This plan - a bluff. 2015 nobody changed the budget, and sources of financing of the plan are not found sense. I will remind that the budget, proceeding from the price of oil of $96 for barrel and a rate of 37,7 rubles for dollar that causes a Homeric laughter in all from Siluanov (the Minister of Finance of the Russian Federation still works. - An edition) to opposition. The present power to fight against crisis is incapable. They hope to fill in banks and state companies with money and everything will resolve. Will not resolve. The crisis reason not in lack of money, and in deadlock policy of war, self-isolation and a rate for export of raw materials through thievish state corporations at simultaneous suffocation of business and a private initiative. The reason of crisis in Putin and his politician, but not in the becoming cheaper oil, and the anti-recessionary program has to solve a problem of change of a political policy, but not distribution of money to close bankers and businessmen.", - Nemsov.
