
The President of Ukraine announced increased funding for the military, phased mobilization and enhancement of national defense

Dear ladies and gentlemen!
Completed the most difficult year in the modern history of Ukraine - the year of our Patriotic war of 2014, the war for freedom, independence, sovereignty and territorial integrity of our state.
This war has made us stronger. This war brought us together as a nation. For the first time Ukraine is United. This war has dealt a crushing blow to the Ukrainian economy. Imagine daily Ukrainian taxpayers, the Ukrainian state operation in the East is almost 100 million.
In such conditions, of course, we must also consider that part of the economy in the occupied territories have been destroyed, the rest is under the control of militants, who threw people into the street and stopped production. In these circumstances, the state does its utmost to provide the level of income that we have today. We need to take this into account when planning the budget in 2015, which will also be extremely heavy.
And there is one expense that we can't save. We believe that the first priority of the existence of the state is the defence, sovereignty and territorial integrity.
So, in this war we are morally and financially supports the whole world: decisions about the allocation of funds on a bilateral and multilateral basis. But, as practice has shown, our most important allies - the Armed Forces of Ukraine, the national guard, Border guard forces, security Service, integrated units of the Ministry of internal Affairs. So, of course, to date, strengthening the defense of our country is the subject of a national consensus.
Yesterday the promulgation of an authoritative sociological research. Always in Ukraine the highest level of trust enjoyed by the Church. For the first years of independence, the level of trust of the Church and the level of confidence in the Ukrainian army is equalized. No one in the society has no objection to a substantial increase in spending on security, because everyone understands: he who spares his funds for his army, he feeds others.
Yesterday I was introduced to the Verkhovna Rada a draft law, which cancels the non-aligned status of Ukraine, the transition to which in 2010 was one of the biggest mistakes of the then criminal state leadership. Thus, I show that a unanimous public decision on restoration of Euro-Atlantic integration. Of course, this does not mean immediate entry into NATO, but it does mean that the country must meet the criteria of NATO. By the way, the criteria for accession to the European Union often coincide with the criteria for membership in the Alliance. And, of course, the budget figures should be taken into account.
Vladimir Borisovich, Groisman, I ask You with respect to the proposal of the President of the extraordinary consideration of this bill. I have no doubt in a positive vote for this question.
Remind that the coalition agreement, which became part of the programme of action of the Government and was voted by the Parliament, provides that the costs of security and defense have to reach 5% of GDP. In the draft decisions, which were jointly prepared - just completed consultations with participation of the Prime Minister, the power of Ministers, the Prosecutor General, the Minister of Finance - we are very close to the level of spending on security and defense in 5% of GDP. And did the job that was asked deputies involved in the coalition.
The country now gives the last and we really value our capabilities do is incredible. Please note, we intend to spend in 2015, about 5% of GDP is not only to deter current threats, but to invest in the defense of the country in the medium and long term. I will not tolerate more of this attitude to the state security and defence, which was shown earlier years, when the army and the Armed Forces were physically destroyed, destroyed the ability of a nation to defend itself. Today we learned the mistakes of the past, carelessness, negligence. I am confident that this crime is a deliberate crime of destruction of Ukrainian statehood. I am sure in the near future my peace plan, which is embodied in Minsk Protocol and Minsk Memorandum, which clearly enshrined ceasefire, the release of the hostages, overlapping boundaries, the immediate withdrawal of all foreign troops, ensuring effective information presence in the occupied territory and decisive political steps to liberate the territory of Ukraine, today should work fine. Ukrainian sovereignty in the temporarily occupied part of the Donetsk and Lugansk regions should be restored. However, our financial plan should come out including the probability of force majeure, such as resume intensive attack the enemy at any time or full-scale invasion of our country.
The military threat from the East will remain the main challenge to our security. Would love to be wrong, but the history lessons we need to learn and learn to make conclusions from them.
Therefore, the limited financial resources of the state, it is imperative to find a rational balance between needs and capabilities. Must provide security, but it's very important not to drain until the end of the economy. We must create opportunities for economic development.
On one of the previous meetings of the Council, we have already identified priority areas for funding in the sphere of national security and defense. Today, the key are the needs of the Armed Forces, National guard, Border guard service, security Service and the Ministry of internal Affairs.
We must pay serious attention to the support of the Armed Forces, other military formations and law enforcement agencies with modern equipment and weapons. That is why special attention should be given to the discussion of the state defense order. Priority is given to domestic producers. That has always been financed by a residual principle, i.e. the state defense order, today reached a whole new level. What you do not have enough to buy abroad, and here on these opportunities has done a good job of domestic diplomacy. Combating corruption in defence, law enforcement and security agencies today is also a priority. I hope that the Ministers concerned - we Stepan Timofeevich-Poltorak have relevant work will bring in the near future fruit.
The threat of terrorism, sabotage today has grown significantly. Effective action by the security departments of the Ministry of internal Affairs investigation, which must be made by the General Prosecutor's office are important. Serious amplification requires the activities of intelligence agencies. Together with the new Secretary of the NSDC, we will significantly increase the efficiency of the activities of the intelligence agencies. I would ask Alexander V. Should discuss money for military personnel who serve in the area of the ATO. Planning further mobilization, we should certainly take into account all the errors and mistakes that happened during the previous mobilizations. To the Armed Forces of Ukraine, other military formations should be called exclusively Patriotic citizens of Ukraine, physically fit for military service, morally and psychologically healthy, with appropriate military training and are capable arms to defend the sovereignty, independence and territorial integrity of the state.
