Few people drew attention to one of the latest reports of Vladimir Ariev on the work of the PACE.
It was written in the context of the hearings on Ukraine's Law on Education, which expanded the list of school disciplines that are unconditionally taught in the Ukrainian language. Strictly speaking, everything is clear with this law, as it is also clear that the discussion does not presuppose educational aspects, as political ones. And then Ariev approximately explained why everything looks so.
From the field of conspiracy, this question was brought out by Secretary General of the Council of Europe Thorbjørn Jagland. He openly told the Ukrainian delegation that the organization was in a difficult situation because the Russian Federation refused to pay membership fees, and therefore - the organization's budget is bursting at the seams.
It was the Ukrainian delegation that was expressed for the reason that Russia was put out of the session hall for aggression against Ukraine. That is, the federation was not expelled from the council, which should be done without conditions, but removed from discussion and deprived of the right to vote. The Empire struck back in the soft, abraded abdominal organization, refusing to pay its own contributions.
At the same time, the Council's regulation presupposes the imposition of penalties on the countries of the PACE participant in a variety of forms, in particular, and in such that were applied in relation to the Russian Federation. That is, the Council decided to point Russia in this way to the inadmissibility of the actions that it demonstrates against Ukraine. Everything is strictly according to the Charter and the Regulations, under which the Russians have also subscribed. The further reaction of Moscow shows that they are not against sanctions as such, because they agreed them with their signatures, but against their application to the Russian Federation.
Hence, it should be clear to everyone, and Jagland in particular, that the Federation considers the Council of Europe not as an organ of collective solution of the problems of Europe, but as an instrument to which the Russian Federation can bring these problems or cover up its own actions. Moscow absolutely does not mind that another country, such as Ukraine, Georgia, Poland or any one with whom the Russian Federation has conflicts or strained relations, has been suspended from discussion and voting. It's another matter that she completely rejects the possibility of applying sanctions to herself. Moscow did not even appreciate the softness of this decision, for it was precisely for such actions that the scoop was thrown out of the League of Nations as an aggressor who attacked Finland. There ought to sing gratitude odes for the fact that the same thing has not happened with the federation, but we are witnessing a completely different reaction, quite familiar for Putin's Russia. Blackmail and racket, with the smell of St. Petersburg gateways, pours out from Russia even on level ground and without any conflicts. Nobody ever thought of putting pressure on Moscow in 2007, Russia was still part of the G8, and Putin in Munich was already sitting on the courts and screwing up a bald hare pushed the St. Petersburg gopnik's speech, now known as the Munich speech.
Many then thought that the grandfather simply abused alcohol or another, more exotic means, or he just became "zlé," but further events showed the fallacy of these judgments. Strictly speaking, in the next 2008, he moved from speeches to practical actions. Now Putin's gopot has settled down all the international structures and behaves just like the small hounds that accidentally fell into the opera, and the UN will long hiccup at the word "Churkin".
But let's return to PACE. Jagland pushed this speech of our delegation because by its efforts Moscow flew to the sidelines.And now, the secretary general explained that there are two ways - to stand on pan-European principles, but to have less funding, or to slightly sacrifice principles for the sake of renewing the payment of RF contributions.
Once again, such speeches are pushed by the secretary general of the European Council. This shows the degree of feeding of all these masques. It has long been forgotten why these structures were created at all. Now for the first time there was a threat of scrapping the entire European and world order, for its destroyer is a large nuclear power, a permanent member of the UN Security Council. This is the first and only challenge of such a scale, which is thrown by PACE and now it is ready to curl up and plaintively whimper only because it will have to reduce the cost of its usual nishtyaki! Over the years of inactivity and imitation of serious work, most international structures, including the PACE and the UN, have degenerated and degenerated to such an extent that the fundamental principles of modern civilization have already become equal in value with personal comfort and the ability to spend personally on themselves the usual amounts of money. Now it is understandable why Moscow has become so insolent and decided that it is possible to wipe the feet of the UN and PACE just like a rug and kick it in a trash can. There they felt this degree of degradation and decided that right now it is possible.
But right now there is a process of agreeing and choosing a new secretary general of the organization. Monsieur Jagland before his demoble, has already covered himself with shame and will leave like an old-fashioned galosh. There is a high probability that his native will take the place of the Lithuanian city of Kaunas, my favorite, Emanuelis Zingeris, who will not have any questions about the plan of Jagland. Zingeris is known for his position both for Putin and for a huge thief called Russia. In general, Europe still has a chance, which can not be missed.
