Both events have the same roots, which are located in Moscow. It has long been for anybody not a secret, and, in fact, discussed options to counter Russian expansion. Another thing is that for a long time flirting with Russia, Germany and France has turned into a cross between expensive prostitutes and teachers of ethics. During these meetings, the States were given concepts that any move against Russia will be only after the full implementation of Minsk.
