The Ministry of Foreign Affairs of Ukraine with concern notes that recently cases of groundless detention of citizens of Ukraine in the territory of the Russian Federation, lack of the humane attitude towards Ukrainians from the Russian law enforcement agencies, their behavior, incompatible with human dignity, application of our compatriots of inadmissible methods of physical and psychological impact, including tortures became norm.

As the Censor.NET reported about it the Ministry of Foreign Affairs is said in the official document.

In recommendations it is noted: "Such actions, and also the numerous facts of the non-notification of consular establishments of Ukraine in the Russian Federation about detention of Ukrainians, the failure to provide of their inalienable right to a meeting with the consular official, the Russian side roughly breaks universal norms of international law in the sphere of observance of the rights and freedoms of the person, and also the international legal obligations according to the Vienna convention on the consular intercourses of 1963 and the Consular convention between Ukraine and the Russian Federation of 1994" .

"The Ukrainian party notes that gross violations of the international legal obligations by Russia, including in the field of the consular intercourses, gained system character" - emphasize in the Ministry of Foreign Affairs.

The Ministry of Foreign Affairs recommends: "In this context the Ministry of Foreign Affairs recommends to citizens of Ukraine when planning trips to the Russian Federation really to estimate the available risks and the existing threats and carefully to weigh need for implementation of such travel" .

"At emergence in the territory of Russia of any cases of detention, the inhumane address, physical and psychological pressure from the Russian bodies or citizens the Ministry of Foreign Affairs of Ukraine recommends to the Ukrainian citizens to address urgently on hot lines of the Center of rapid response of the Ministry (+38 044) 238-16-57, or directly to hot lines of the consular establishments of Ukraine located in the territory of the Russian Federation namely:
