
During his speech, Poroshenko paid special attention to Russia's aggression against Ukraine, and the need to reform the UN.
Dear Mr. Chairman, dear colleagues, ladies and gentlemen!
On behalf of Ukraine I sincerely welcome the esteemed Mr. Mogens Lykketoft election to the position of chair of the 70th session of the UN General Assembly. I wish you, Mr. Chairman, success in your activities in this important historical moment.
Our future largely will depend on the results of this session and of our collective decisions - or we will choose the path of peace, security and human rights, or immerse yourself in the hustle and bustle of new hybrid wars, chaos and suffering.
Mr. Chairman,
At the time of the anniversary of the Organization, I am proud to speak on behalf of one of the founding members of the UN. The state, which in 1945 was actively involved in the conference in San Francisco, contributed to the Foundation of the UN and laid the Foundation for its activities. The state, which added a lot of things in San Francisco, and formed the heart of the UN Charter - purposes and principles of the Organization.
Unfortunately, I also speak on behalf of the state member of the United Nations, which currently suffer from cruel humiliation of the main objectives and principles of the UN Charter.
Statement on the accession of Ukraine to the United Nations as one of the founding members, which was proclaimed at a conference in San Francisco, noted: "Ukraine has repeatedly been the object of bloody invasions the invaders who over the centuries sought to capture its territory...".
Much time has passed since this historic event, but today I must remind you that my country became the object of external aggression.
This time the aggressor is Russia, our neighbouring country, the former strategic partner, which is legally obliged to respect the sovereignty, territorial integrity and inviolability of borders of Ukraine.
This country was the guarantor of security of Ukraine according to the Budapest Memorandum, which in our country have been given security assurances in exchange for the voluntary renunciation of the third nuclear Arsenal in the world.
Moreover, this state is a permanent member of the UN security Council entrusted to maintain international peace and security in accordance with the UN Charter.
In February 2015, Russia held an open and unprovoked aggression against our country by occupying and annexing Crimea.
Openly and flagrantly violating international law, the UN Charter and shocking the world community.
I am deeply grateful to the delegations of most member States of our Organization, which last year supported a resolution of the UN General Assembly entitled "Territorial integrity of Ukraine", which condemned Russia's illegal annexation of Crimea.
It is a pity that after this clear verdict of the international community, Russia not only did not get back to the civilized international legal field, but also the beginning of a new mindless military adventure - this time in the Donbass.
Despite the fact that Russia still refuses to officially acknowledge a direct military invasion, today, there is no doubt that this is a war of aggression against my country.
In order to mislead the international community, Russian government orders to remove their troops chevrons and insignia of military equipment, to renounce their soldiers captured on the battlefield, to cynically use the mobile crematoriums to eliminate the traces of their crimes on Ukrainian soil.
I would like to stress that this is not a civil war or internal conflict.
Ukrainian territory, occupied by Russia in the Crimea and in the Donbas, make up about 44 thousand square kilometers. Millions of Ukrainians were under occupation.
The goal of this war is to force the Ukrainian people to relinquish their sovereign choice to build a free, democratic and prosperous European country.
All this happens against the background of the treacherous rhetoric of brotherly peoples, common history, related languages, and "doom" for a shared future.
Actually, we are dealing with the desire to return to the Imperial times with spheres of influence, a desperate attempt to assert themselves at the expense of others.
The Russian aggression against my country has already lasted for 20 months due to the financing of terrorists and mercenaries and supplies of weapons and technical equipment of illegal armed groups in Donbass.
Over the past few days we heard conciliatory statements from the Russian side, in which, in particular, was the call for an anti-terrorism coalition, and a warning about the dangers of flirting with terrorists.
Good story, but it's just hard to believe!
It is fashionable to call for the formation of the anti-terrorist coalition, if you condone terrorism right before his door? How can you talk about peace and the rule of law, if your policy is war through puppet governments? How can you talk about freedom of the peoples, if you punish your neighbor for his choice? How can you demand respect for all, if you don't respect anyone? The gospel of John teaches: "In the beginning was the word." But what does the gospel give you the world if all your words are untrue?
Returning to the situation in the Donbass, I have to say that we here have to contend with a heavily armed military units of the Armed forces of the Russian Federation.
Heavy weapons and military equipment are concentrated in the occupied territories of Donbass in such amounts, which the army of the majority of member States of the UN can only dream of.
In particular, this latest military equipment of the Russian production, which is unlikely, in accordance with the known assumption of the President of the Russian Federation, can be purchased in any military store. Unless, of course, such a wholesale store with free shipping not from the Russian Federation.
During this period, more than 8000 Ukrainians, of which nearly 6,000 civilians have died at the hands of terrorists and invaders in the Donbas. More than 1.5 million residents of Donbas were forced to leave their homes and move to other safe regions of Ukraine.
I would like to take this opportunity to Express its gratitude to the international community for their considerable efforts in providing needed assistance to those in need.
At the same time, I urge United Nations and all other international "actors" to continue to pay particular attention to this very important issue.
I would like to draw your attention that this is not the first time a permanent member of the UN security Council undermines peace and security on regional and international levels.
24 years since questionable procedures on the delivery of permanent membership in the security Council of the former Soviet Union, the Russian Federation is not the only "hybrid" war, unleashed by Russia.
Actually, in order to retain its influence in neighbouring countries, Russia for many decades deliberately created around itself a zone of instability. Is Nagorno-Karabakh, Transnistria, Abkhazia, South Ossetia, Crimea, Donbass. This protracted conflict, which are supported by or are directly connected with Russia.
The Kremlin goes on and on these days the Russian "little green men" set foot on Syrian land. What or who is next?
Mr. Chairman,
In every democratic country, if someone stole your property, an independent judiciary must provide justice to protect the rights and to punish the offender.
However, we must recognize that in the 21st century, our Organization lacks effective tools to attract the aggressor who stole the territory of another sovereign state, to justice.
It is true that 70 years ago the creators of the UN Charter established a mechanism of sanctions of the UN security Council as one of the deterrent measures introduced in response to the actions of violators of the peace and acts of aggression.
However, they could not even imagine that this tool will need to use against the aggressor state, which is a permanent member of the UN security Council.
Since the beginning of the aggression, Russia has used the veto twice during the consideration of the Ukrainian issue by the UN security Council.
First, Russia blocked a draft resolution condemning the "fake referendum" on the annexation of Crimea in March 2014.
The second time Russia has imposed a shameful veto on the draft resolution on the establishment of an international Tribunal to investigate and bring to justice all those responsible for the Downing of the Malaysian plane MH17.
Putting this shameful veto on the draft resolution, Russia has clearly demonstrated to the world their disregard for truth.
Not only the truth about the perpetrators of the terrorist attack and the weapon that shot down that plane.
The most important truth about those who organized this crime, and from what country the said arms were brought. I believe that everyone in this room understands the real motives of the veto of Russia on MH17 by the Tribunal.
Moreover, the creation of an international peacekeeping operation, which could lead to a stabilization of the situation in Ukraine and stop the bloodshed, is also blocked through a potential veto threat of Russia.
The misuse of the veto, its use as a "license to kill" is unacceptable. The collective voice of our Organization should be clear.
Ukraine is in favour of gradually limiting the right of veto followed by its abolition.
The veto power should not be an act of grace and pardon for the crime, which can be used at any time and "removed from the sleeves" in order to avoid just punishment.
In this context, I welcome the initiative of my colleagues are French President Hollande, which was supported by Mexican President peña Nieto, on the political Declaration of vozdelyvaniya the veto power of permanent members of the security Council in cases of mass murder.
The main attention should be paid to the modernization of the UN security Council, including expansion and improvement of its working methods.
The membership of the UN security Council must reflect the realities of the 21st century, introducing more countries in Africa, Asia and Latin America.
Additional non-permanent seat in the Council must be provided to the group of Eastern European countries - the number has doubled in the past two decades.
Ukraine also considers improvement of the peacekeeping architecture an important element of UN reform.
I am proud that Ukraine has an international reputation as an active and dedicated partner for UN peacekeeping operations.
Despite external challenges, we remain a reliable partner of the Organization in this noble cause.
Ukraine's contribution to the maintenance of international peace and security provides us with moral reasons to count on the same support and assistance from the Organization at the time of vital importance for us.
A special peacekeeping operation under UN auspices can be a very useful tool to facilitate the implementation of the Minsk agreements.
Ukraine is committed to follow the letter and spirit of the Minsk agreements.
We demand the same approach from the other signatories, which have recently resorted to blackmail.
Otherwise, there is no alternative to sanctions and even strengthen them. As there is no alternative to a peaceful settlement of the crisis.
Full access of OSCE observers to all the occupied territories, the withdrawal of foreign troops, military equipment and mercenaries from the territory of Ukraine, regaining full control of Ukraine over the state border with Russia must be ensured.
Freedom, peace, respect for sovereignty and territorial integrity of Ukraine requires not more. Nevertheless, Ukraine won't settle for less.
Mr. Chairman,
Unfortunately, not by choice, today Ukraine is one of the areas of the fight against the terrorist threat. We strongly condemn terrorism in all its forms and manifestations.
The activities of ISIS, al Qaeda, Boko Haram, Al-Shabab etc is a global problem. The only possible way to solve it is to unite in a joint and not compromised the struggle against this evil.
International terrorism has proven to be more flexible than the political freedom of States, and today it has taken on new hybrid forms.
State and non-state actors have become inextricably linked. A fight for rights is replaced by ruthless terror.
We are convinced that the need for a comprehensive international instrument, is able to counteract this terrible phenomenon, is not only relevant, but also long overdue.
For this reason, completion of the preparatory work on the draft of the UN Convention on the prevention of terrorism and combating it must be one of the top priorities of the session 70.
A special role in the fight against international terrorism must be granted the most authoritative legal institutions - International court of justice and the International criminal court.
Universal jurisdiction of these institutions is a key element of overcoming impunity the actual perpetrators and their patrons - regimes, whose national policy has become a mass production of terror.
I firmly believe that one of the most important aspects of the fight against terrorism is preserving and sharing the memory of the victims. In this context, I propose that the 70 session of the General Assembly considered the question of the introduction of the international day of memory of victims of terrorist acts.
Mr. Chairman,
The sense of humiliation, ignoring the will of the people and the violation of basic rights has forced Ukrainians to take to the streets in 2013 and to start a Revolution of dignity.
Ukraine has paid and continues to pay an extremely high price for their freedom and right to live in a free country - the price of human life. Therefore, the interests of each individual and protection of the rights of men laid the Foundation for my program of large-scale reforms launched a year ago.
For the first time in 24 years of independence, Ukraine adopted the National strategy on human rights. She took into account international best practices on human rights, including the strategic framework of the EU human rights and democracy.
Russian aggression has exacerbated the problem of human rights in Crimea and some districts of Donetsk and Lugansk regions. Leading international human rights organizations have warned the world about the radical deterioration of the situation with human rights, which directly relates to the Ukrainians and the Crimean Tatars in the occupied Crimea.
I mean the practices used by the occupying power of the Crimea, in order to force people to take the citizenship of the Russian Federation, systematic harassment, arrests, abductions and killings of Pro-Ukrainian inhabitants of the Peninsula, as well as almost complete elimination of independent media.
Ukraine reaffirms its commitment to the UN Declaration on the rights of indigenous peoples. All the legal means we will continue to protect the rights of the Crimean Tatars - indigenous people of Ukraine, and Ukrainians suffering from the repressive policies of the occupation authorities on the Crimean Peninsula.
I think the problem of egregious human rights violations in the Crimea, deserves special consideration within the framework of the UN General Assembly. I hope that the decision to consider this issue will be made during the current session.
I also feel obligated to mention the names of Nadezhda Savchenko, Oleg Sentsov, Oleksandr Kolchenko and many other Ukrainians, political prisoners of the Russian regime, illegally detained and convicted. For example, Oleg Sentsov, a respected Director, was sentenced to 20 years in prison just because he was a patriot of Ukraine.
I urge the UN and its member States to start a global campaign to exert pressure on Russian authorities to immediately release all Ukrainian citizens, which they are holding hostage.
We can achieve our goal only if our actions are global. Ukraine needs solidarity and help, which really is a powerful tool against injustice. I am confident that we will win because truth is on our side. But we'll do it much faster, if we feel the support and solidarity of the entire international community.
Continuing Russia's hybrid war against Ukraine showed that the international community is faced with another problem that requires consolidation of our efforts. Full-scale information war and propaganda campaign, were a particularly destructive form of non-military aggression. Fake news is an outright lie, which is to justify the aggression, propaganda of intolerance and violence is a phenomena of the same range, undermine the principles of freedom of expression and poison human soul and mind. That is why the task of strengthening the role of information in maintaining peace and security is more important than ever. I appeal to the General Assembly to strongly condemn this shameful phenomenon and to discuss ways to counter them.
Mr. Chairman,
Despite these external challenges, Ukraine is fully committed to the implementation of sustainable development goals. We are ready to share common responsibility for solving specific, immediate problems and priorities of vulnerable countries such as small island States.
Ukraine, as a member of the "Friends of climate" hopes to reach consensus on a global agreement on climate change as soon as possible.
We hope that this result will be achieved by the member States of the UN in December this year in Paris. We must understand that the price of this issue - the security of future generations and sustainable development of mankind. The path to the realization of sustainable development goals will not be successful without overcoming and preventing the effects of environmental and man-made disasters.
As a result of Russian aggression, Ukraine is faced with another problem - the protection of the environment in the Donbass. Irresponsible and criminal to the flooding of mines by terrorists has led to the poisoning of drinking water, soil, flora and fauna; the atmosphere is polluted because of the explosions and fire sensitive industrial infrastructure. Actually, we can talk about the risk of ecological disaster. I am convinced that the issues of environmental protection in conflict situations requires special attention of the Assembly of the United Nations environment programme.
Speaking of technological disaster, I can't help but remember one of the worst of them. Next year we will celebrate a sad anniversary - 30 years since the tragedy at the Chernobyl nuclear power plant. I would like to ask you, Mr. Chairman, to hold a special meeting of the General Assembly on the thirtieth anniversary of the Chernobyl disaster in April 2016.

In the treatment of my country by their entry in the UN, which I've cited several times, said, "Due to its enormous human and material resources, Ukraine will be able to make a significant contribution to the maintenance of peace and global security". The same as seventy years ago, I reaffirm the unwavering commitment of Ukraine to continue the effort "to save succeeding generations from the scourge of war", as enshrined in the UN Charter.
The achievement of this noble objective will be the cornerstone of the non-permanent membership of Ukraine in the UN security Council for the period 2016 - 2017. as such, Ukraine will remain a reliable and consistent partner, guided by their own and the global order of the day, and persistently adheres to the spirit and letter of the Charter.
I firmly believe that the Organization with dignity will pass extremely difficult tests and strengthen its role as guardian of world order, peace and prosperity.
