The President confirmed the decision of the Council of national security and defense of Ukraine from may 6, 2015 "Strategy of national security of Ukraine".

The document notes that the Russian threat and other changes in the external and internal security of Ukraine require the establishment of a new system of national security of the country.

In accordance with the Strategy, the main directions of state policy in this area is the restoration of territorial integrity within the internationally recognized state border of Ukraine, the creation of an effective security sector and defense and increase the country's defence capabilities, including by deepening the military-industrial and military-technical cooperation with member States of NATO and the EU and the achievement of full independence from Russia in production of arms and military equipment. The document also provides for the reform and development of intelligence, counterintelligence and law enforcement, to reform public administration and the new quality of anti-corruption policy.

One of the main objectives of the Strategy is to ensure the integration of Ukraine into the European Union and the establishment of conditions for accession to NATO. The document notes that the Association Agreement with the EU defines strategic guidelines for systemic political and socio-economic reforms in Ukraine, and cooperation with the Alliance promotes the adoption in Ukraine of democratic values, the formation of a stable security environment, is an important instrument to support reforms, in particular in the sector of security and defense, and also provides a joint defense against modern security challenges and threats.

The document also provides for national security in foreign policy, economic and energy security, cyber security, security of information resources and infrastructure.

In addition, the decision of the Council of 6 may the work of the Ministry of defence on the organization conduct a comprehensive inspection of the security sector and defense of Ukraine is recognized not effective enough.

The security Council has authorized the Cabinet to be completed until may 30, 2015 implementation of a comprehensive inspection of the security sector and defense of Ukraine; to develop and submit within one month to the Council a comprehensive proposal to reform the security sector and defense of Ukraine.

The government also mandated to ensure public involvement in the drafting of strategic documents on the reform of the Armed Forces of Ukraine, other educated accordingly to the laws of Ukraine military formations and law enforcement agencies of the state.

In addition, the Cabinet of Ministers has until 25 June 2015 to facilitate preparation of the draft concept of the State target defensive program of development of arms and military equipment for the period 2016-2020. Within three months you need to approve the new edition of the Maritime doctrine of Ukraine.
