The president enacted the decision of the National Security and Defense Council of January 25 "About emergency measures of counteraction to the Russian threat and the manifestations of terrorism supported by the Russian Federation"

According to the decision of the National Security and Defense Council, the Cabinet of Ukraine it is entrusted to take urgently measures for assistance to victims of acts of terrorism in the territory of Donetsk and Lugansk areas, first of all to civilians of the city of Mariupol.

It is entrusted to government to develop a number of bills, in particular on improvement of structure, functions and powers of the Anti-terrorist center at Security service of Ukraine, and also about establishment of criminal liability for crimes against humanity.

It is entrusted to government to accept with participation of National council of Ukraine concerning television and broadcasting urgent measures for suppression of the Russian information aggression which is carried out with use of foreign and domestic mass media.

Also the Cabinet together with local public administrations in two weeks have to define and provide arrangement of places for temporary placement of the people evacuated from certain territories of Donetsk, Lugansk areas.

In particular, it is entrusted to security service of Ukraine to speed up information and explanatory work for the purpose of neutralization of dangerous influence of the Russian Federation on a political situation in Ukraine and its certain regions; to organize together with local executive authorities in two weeks timely and comprehensive informing the population Dnepropetrovskoy, Donetsk, Zaporozhye, Lugansk, Nikolaev, Odessa, Kharkov, Kherson areas and the city of Kiev on an operations procedure in the conditions of threat of commission of an act of terrorism, including by creation of the sites corresponding a web, pages on social networks.

The Ministry of Internal Affairs has to strengthen urgently control of observance of an order of registration of a residence and place of stay of citizens of Ukraine, foreigners and stateless persons.

Together with Civil service of financial monitoring it is entrusted to public fiscal service to take urgently effective measures on identification and elimination of channels of financing of terrorism.

The National Security and Defense Council suggested the National commission which is carrying out state regulation in spheres of power and utilities to take with participation of the state enterprise "Energorynok" measures for an exception of calculations in the market of electric energy of the enterprises making electric energy in temporarily uncontrollable territory. 

It is entrusted to chairmen of Donetsk and Lugansk regional public administrations to take complex measures for ensuring work of critical infrastructure of the settlements located in under control territories, and also measures for strengthening of staffing of regional public administrations urgently.

The National Security and Defense Council also suggested the Attorney-General of Ukraine to take measures for recognition of so-called "Donetsk People's Republic" and "Luhansk People's Republic" by the terrorist organizations.
